“How chemical toilets change habit in Delhi slums”
“A mud path, with potholes filled with water and stones, leads to a black granite platform at the far end of a cluster of huts made of plastic, bamboo and metal sheets. Located at Yamuna Khadar, on the floodplains, these huts house 500 people. The cluster is visible from the Mayur Vihar phase-I metro station. On top of this platform, accessible by stairs and a ramp with steel railings, stand 12 units of portable toilet cubicles in two rows. These have an inbuilt biodegradable chemical treatment mechanism for liquid sewage. A solar panel charges the LEDs installed inside. Open a door and you find an Indian toilet unit with a sink and taps and a flush mechanism that initiates the segregation of solid and liquid waste and treatment of the latter with biochemicals.
This model, based on similar units in European countries like Italy, is Delhi Urban Shelter Improvement Board’s (DUSIB) solution for slums where there is neither sewerage, nor water supply. So, permanent toilet complexes, pre-fabricated toilet units and mobile toilet vans have been ruled out.
Twenty more — 10 each in two clusters — have been installed at Shalimar Bagh by YLDA India Private Limited, the company hired by DUSIB, on a build-operate-transfer-maintain basis for a two-year period. On the success of these toilets hangs the fate of 600 more that will be put up at 25 similar locations across the city. The slums around Okhla, Bhatti Mines and Vasant Kunj are some of the areas. The government hopes that this will help it achieve its target of making slum clusters free of open defecation.
But the numbers are far from adequate. It’s a welcome relief for the residents of Yamuna Khadar, particularly women, but obviously far short of what’s needed for 500 people, even if you go by the DUSIB formula of one seat for 30. DUSIB says the headcount was about 250 when these people were removed from the road along the highway and relocated here since construction work on road and metro projects had started. ..”
“.. According to the slum-dwellers, the toilet's key function of treating liquid sewage through biodegradable chemicals is getting impaired by shortage of water and large number of users.
Compared to a regular toilet which uses three to nine litres of water for flushing, this one uses only 0.1 litre. Every time the flush is used, the solid and liquid wastes get segregated in two chambers. After each cycle of 100 users, the liquid is automatically treated by biodegradable chemicals replenished regularly by the maintenance agency. The water thus treated can be used for flushing. The solid waste collects in a tank from where it is mechanically sucked out daily. .. ”

- Homeless population seeks refuge in subways owing to insufficient numbers of night shelters

The night shelters set up here are packed every night. Most people who sleep there are drunk or drug addicts, so I don’t feel safe sleeping there. Also, the shelters are right above a drain and it smells very bad. The subway gave us protection from the cold as well as cars,” ..”

- Community Toilets to make city open defecation free
DUSIB opened 810 community toilets spread over 21 complexes in the city in June 2017, it says over 10,000 constructed by agency from Feb 2015 to June 2017.
Chief Minister Arvind Kejriwal claimed to make all slum clusters in the Capital open defecation-free by March 31, 2018.

- Relocation of JJ Colony in East Delhi’s Vinod Nagar - rehabilitation of 400 people
NHAI National Highways Authority of India has sought the land to widen the Delhi-Meerut highway. About 400 people will have to be rehabilitated.

- Towards a slum free city, garnering revenue for same
There are over 1,000 land pockets available with DUSIB and within them are plots of 800 square feet. They cannot be used for commercial purposes. There are 80 of them and they can fetch Rs. 100 Crores. And the money will be used for public welfare.
DUSIB plans to auction around 7000 square metre of land in West Delhi’s Rajouri Garden for construction of hotel.
It’s the government’s suggestion that land can be used for commercial purpose.
DUSIB is not able to earn much from freehold policy of JJ plots and has also incurred losses for allotting lands at inter-departmental rates to various agencies instead of circle rates.

Eradicating open defecation in 675 notified clusters
The Delhi government planned to declare the clusters open defecation-free before the end of financial year. Slums were to have new toilet complexes.
As per DUSIB records, 10,583 toilet seats were either constructed or renovated from February 14, 2015 till June 30 2017. 8,400 toilets were either under construction or renovation. All of these were to be finished by December 2017.

- DUSIB to provide sanitation, toilet facilities in slums
DUSIB has taken over community toilets from municipal corporations and will upgrade them. Many slums have no toilets. Board also planned to provide 67 mobile toilet vans with bio-digesters in 53 JJ clusters where there is space constraint. An advisory committee to suggest sanitation strategies for slums, comprising NGOs and experts was to be constituted.

- Open to Sky Shelters hold some advantages over Night Shelters
The Yamuna embankment in North Delhi’s Kashmere Gate has one of national capital’s open-to-the-sky shelters for homeless workers who have not been able to find a place in one of Delhi government’s many night shelters. There is actually little place to sleep in night shelters. And then there are thefts. Plus there is bias, there is prejudice - typical human, societal frailties at play.
Official from NGO Centre for Holistic Development says that as per National Urban Livelihood Mission guidelines at least 50 sq ft should be given to every person in the night shelters, and that Delhi night shelters are over crowded and yield only 10-12 sq ft area per jana.

19000 new toilets will come up in 165 locations.
DUSIB proposes mobile toilets (pilot project and first time in country) at 165 locations in capital towards making Delhi free of open defecation. The board’s ‘Delhi Slums Open Defecation-free Plan, 2016-17’ also includes a new model of mobile toilets installed on cycle-rickshaws. An Australian manufacturer has two toilet designs to offer - western portable and squatting tank. DUSIB selects the second. The mobile toilets are made of high-density polyethylene and weigh 20 kg. Each unit will also include a hand-wash basin. There will be no construction cost, no laying of sewage pipelines. In some places toilets will be placed on ground and not mounted on cycle rickshaw.

- 26,288 Flats Built for Slum-Dwellers Are Still Lying Empty
This is on policy making and implementation. Rehabilitation has become a tedious process. 
Successive Delhi governments have failed miserably with relocating city’s slum-dwellers.

In 2010, Delhi government with the Centre’s help built 27,344 flats for people living in slums.
Currently, 26,288 flats are yet to be occupied.
Flats have been constructed in Bawana, Baprola, Ghoga and Dwarka.
Only 4,000 ex-slum dwellers have been shifted so far.
The Quint managed to document 16,000 of these unoccupied shelters.

49% of Delhi’s population resides in slums.
According to latest statistics, there are 4,20,000 slums in the city.
205 of these slums are near sewage drains, which are a cause of diseases like dengue and malaria.
One-fourth of these slums do not have bathrooms.

“.. authorities in the national capital failed to persuade more than 1,100 homeless people to temporarily move to night shelters, .. roughly 1,167 people scattered across the city have rejected repeated attempts by rescue teams to place them in night shelters. .. The reluctance shown by the homeless people to shift to night shelters stems from a set of reasons such as unhygienic conditions, fear of theft, lack of space, and brawls involving junkies. .. The largest concentration of such homeless people, not willing to move to shelters, are in areas such as the Kashmere Gate ISBT, Hanuman Mandir in Connaught Place and AIIMS. According to a list attached to the letter, the numbers are: 200 near the ISBT, 200 near AIIMS, 150 in Safdarjung, 50 near Gurdwara Bangla Sahib and 20 near Hanuman Mandir. .. Currently, DUSIB's 261 night shelters, run through NGOs on contract basis, have a capacity to house 20,934 people. Singh claimed the peak occupancy during nights this winter season has been 13,810. Of the 261 shelters, 83 are concrete structures, 115 are porta cabins, while the rest, save one, are tents. Every night, a subway near AIIMS is thrown open for the families of outstation patients thronging the premier hospital to take shelter.”

“DUSIB clears 5,000 flats for slum dwellers
Land approved for 50 mohalla clinics
Five thousand new flats for slum residents and allocation of land for 50 mohalla clinics .. DUSIB approved the construction of 5,012 flats at an estimated cost of ₹654.33 crore, .. In-situ policy These flats would be under the DUSIB’s in-situ rehabilitation policy, whereby permanent housing would be constructed on the site where the slums are located. ..Of the 5,012 flats, a total of 3,780 apartments would be made at Pocket-F in Bhalswa-Jahangirpuri at a cost of ₹493.40 crore. A total of 784 flats would be made at Dev Nagar in Karol Bagh at a cost of ₹102.28 crore. Another 448 flats would be constructed at Kasturba Niketan in Lajpat Nagar at a cost of ₹58.65 crore. Each of the buildings would be 14-floors tall. The DUSIB will ask the government for ₹500 crore to get the project started. ..”

“Delhi Urban Shelter Improvement Board (DUSIB) will build toilets for the people living in JJ clusters located along railway tracks and other locations in Delhi. Railways, DDA, MCDs have agreed to issue 'no objection certificate' (NOC) for construction of toilets, .. all slum clusters, located on the railway tracks, get a toilet in the area. Some of the clusters have the population over 12,000 and there is no space left to construct a toilet, .. There are 26 JJ colonies on lands belonging to Railways, DDA, MCDs and Government of Uttar Pradesh. .. and in respect of four colonies with dense jhuggis in Jhakira-Charamandi area, mobile toilet vehicles will be deployed to begin with. NGOs would be involved to talk to the local people and provide land for building permanent toilets. .. There are 10 JJ Colonies located on railway lands in Bhim Nagar behind Nangloi Bus Depot, Rakhi Market Jhakira, Shiv Basti near Patel Nagar Railway Station, Pilli Kothi lahore and PulMithai edge at lahore Gate, Under Mansoravar Metro Flyover, SabjiMandi Railway Station, A Block Shalimar Bagh, Shakurbasti, MatialaMandir and Priyadarshini Colony.”

Private developer did not do anything.
“.. The Delhi government is mulling requesting lieutenant governor (LG) Anil Baijal to hand over Kathputli Colony to the  Delhi Urban Shelter Improvement Board (DUSIB) for rehabilitation of its displaced residents, sources said. .. The DDA had handed over rehabilitation of the Kathputli Colony, in west Delhi, to a private company, Raheja Developers, in 2007. “The 13 acres of land (Kathputli Colony) worth Rs 1,000 crore was handed over to Raheja Developers for Rs 6 crore and they have not done anything in the past nine years. This is a scam,” the official said. .. “Of the 13 acres of Kathputli Colony, a huge portion of land will be used by the private builder (Raheja Developers) for construction and sale of a large number of flats and commercial space in open market to private people in this prime location of Delhi,” .. The official said the developer would earn a “profit of Rs 700 crore” through this and said that if handed over to the government, they would make more flats available to the public and save crores of rupees of public money. ..”

“Residents of a slum in north Delhi's Sangam Park could become the first lot to be rehabilitated to permanent housing in the vicinity of their jhuggis, as the Delhi Urban Shelter Improvement Board (DUSIB) gets ready to build flats here. While the DDA has constructed flats in the place of slums in the past, this would be the first in-situ housing development project for the DUSIB. A tender asking for bids to construct a total of 582 flats was floated ..”

“Urban Development Ministry today sought action plans from Delhi Urban Shelter Improvement Board (DUSIB) and the three municipal corporations for the construction of toilets to make the national capital open defecation-free at the earliest. .. In Delhi, DUSIB has been entrusted with the task of building community and public toilet seats whose requirement is assessed to be 27,000 toilet seats of which 18,000 have been reported to have been made available so far. The municipal corporations were asked to enable construction of individual household toilets ..”

“.. slum rehabilitation scheme .. In the first phase, .. shift residents of slums and JJ clusters living in-and-around northwest Delhi’s Sultanpuri area. .. As per the previous survey conducted in 2014-15, Delhi has 675 slum and JJ clusters. .. However, the houses under the new scheme will not be free. General category beneficiaries will have to pay ₹1.12 lakh for the 25-sq metre flat, while scheduled caste allottees will pay ₹1,000. Above this, ₹30,000 will be charged in both categories as maintenance cost for five years. As land in Delhi also lies with other agencies like the Delhi Development Authority (DDA), the policy lays down a separate framework. “For cases where land is not under the Delhi government, 40% of the plot would be given to the land-owning agency for commercial revenue generation and the government shall build EWS houses on the remaining 60% of the land,” an official said. ..”

“.. About 26,861 of the 28,344 flats constructed in the past decade by the Delhi government agencies for the have-nots lie vacant in different parts of the city .. Located a kilometre away from Mundka station on Metro's Green Line in west Delhi Savda Ghevra is home to 60,000 people living in 10,000 houses ... Currently, slums are rehabilitated in Delhi under the land laws which deal with encroachment of public property. The central Act for slums -- Slum Areas (Improvement and Clearance) Act, 1956, which defines slums as ‘habitations not fit for habitations’ and not encroachments – is hardly invoked. The rehabilitation exercise in Kathputli, for example, was guided by DDA’s ‘in-situ’ redevelopment scheme under its master plan which derives its legality from the Delhi Development Act, 1957. .. It has been proven worldwide, Roy said, that the poor do not want to live in flats because they cannot work there. “Where will a rickshaw puller keep his vehicle or a vegetable vendor keep his cart?” he asked. So, what is the solution? “Why not provide better civic services to them where they live instead of making new houses. Give them plots and let them build their own house,” Roy suggested. ..”

“.. DUSIB’s winter action plan 2017-18 for night shelters will be rolled out on November 15. Records with the DUSIB suggest as of now, they have been able to set up 183 night shelters across the city. Out of this, 73 are permanent buildings, 109 are porta-cabin shelters and one has been set up in a tent. Together, all of these can accommodate 15,774 people, officials said. .. Explaining the reason for installing TVs, Singh said, “We observed the homeless need some kind of entertainment to keep them glued, otherwise they wander around at night which is unsafe. Many (the homeless) prefer to live along the roads because they get food, money and warm clothes from the public. So, TV sets will be fixed at all the night shelters including the porta-cabins.” ..”

Some land in the national capital also lies with the Delhi Urban Shelter Improvement Board (DUSIB) which is under the Delhi government. ..”
