- Portable toilet cubicles with inbuilt biodegradable chemical treatment mechanism for liquid sewage
A flush mechanism initiates the segregation of liquid and solid waste and treatment of the latter with chemicals
-- -- --
“How chemical toilets change habit in Delhi slums”
“A mud path, with potholes filled with water and stones, leads to a black granite platform at the far end of a cluster of huts made of plastic, bamboo and metal sheets. Located at Yamuna Khadar, on the floodplains, these huts house 500 people. The cluster is visible from the Mayur Vihar phase-I metro station. On top of this platform, accessible by stairs and a ramp with steel railings, stand 12 units of portable toilet cubicles in two rows. These have an inbuilt biodegradable chemical treatment mechanism for liquid sewage. A solar panel charges the LEDs installed inside. Open a door and you find an Indian toilet unit with a sink and taps and a flush mechanism that initiates the segregation of solid and liquid waste and treatment of the latter with biochemicals.
This model, based on similar units in European countries like Italy, is Delhi Urban Shelter Improvement Board’s (DUSIB) solution for slums where there is neither sewerage, nor water supply. So, permanent toilet complexes, pre-fabricated toilet units and mobile toilet vans have been ruled out.
Twenty more — 10 each in two clusters — have been installed at Shalimar Bagh by YLDA India Private Limited, the company hired by DUSIB, on a build-operate-transfer-maintain basis for a two-year period. On the success of these toilets hangs the fate of 600 more that will be put up at 25 similar locations across the city. The slums around Okhla, Bhatti Mines and Vasant Kunj are some of the areas. The government hopes that this will help it achieve its target of making slum clusters free of open defecation.
But the numbers are far from adequate. It’s a welcome relief for the residents of Yamuna Khadar, particularly women, but obviously far short of what’s needed for 500 people, even if you go by the DUSIB formula of one seat for 30. DUSIB says the headcount was about 250 when these people were removed from the road along the highway and relocated here since construction work on road and metro projects had started. ..”
“.. According to the slum-dwellers, the toilet's key function of treating liquid sewage through biodegradable chemicals is getting impaired by shortage of water and large number of users.
Compared to a regular toilet which uses three to nine litres of water for flushing, this one uses only 0.1 litre. Every time the flush is used, the solid and liquid wastes get segregated in two chambers. After each cycle of 100 users, the liquid is automatically treated by biodegradable chemicals replenished regularly by the maintenance agency. The water thus treated can be used for flushing. The solid waste collects in a tank from where it is mechanically sucked out daily. .. ”

- Homeless population seeks refuge in subways owing to insufficient numbers of night shelters
Area around AIIMS and Kashmere Gate have large nos of homeless.
-- -- --
“Not enough night shelters in Delhi; subway shut, homeless near AIIMS stranded in cold”
“.. however, hundreds of homeless people who have made the streets outside AIIMS their home found the subway locked ever since winter started.
“The subway was in no way an ideal ‘home’ but it protected us from the rain and the chilly wind. When it rained on Monday, I took cover at the bus stop as did several other people. The night shelters set up here are packed every night. Most people who sleep there are drunk or drug addicts, so I don’t feel safe sleeping there. Also, the shelters are right above a drain and it smells very bad. The subway gave us protection from the cold as well as cars,” ..”
“.. ordered that subways in areas with a dense homeless population, such as AIIMS and Kashmere Gate, be opened for the homeless during winter — providing some respite from the cold for those sleeping outside AIIMS. ..”
“.. the subway served people in the winter months. It’s closure has hit the homeless hard. .. The shelters in the area set up by the government are not in great condition either. The tents that have come up do not have any facility for toilets. A provision for those should be made. Also, wherever there is a concentration of homeless people, subways and a part of the Metro stations should be opened during winters,” ..”

- Community Toilets to make city open defecation free
DUSIB opened 810 community toilets spread over 21 complexes in the city in June 2017, it says over 10,000 constructed by agency from Feb 2015 to June 2017.
Chief Minister Arvind Kejriwal claimed to make all slum clusters in the Capital open defecation-free by March 31, 2018.

To make the slum, which has 1,310 jhuggies, open defecation-free, the DUSIB had set up a 110-seater prefab toilet complex.
Till now, the residents of the slum were forced to relieve themselves near the railway track.”
“Among the other locations where new toilet complexes were inaugurated .. are Okhla DTC Depot, Sudhir Camp in Kalkaji, Kalander Colony near Bhalswa Dairy, Dalit Camp in Dakshinpuri, K-Block Manglopuri, slum cluster at B-Block Paschim Vihar and Kamla Nehru Camp at Kirti Nagar. ”

- Towards a slum free city, garnering revenue for same
There are over 1,000 land pockets available with DUSIB and within them are plots of 800 square feet. They cannot be used for commercial purposes. There are 80 of them and they can fetch Rs. 100 Crores. And the money will be used for public welfare.
DUSIB plans to auction around 7000 square metre of land in West Delhi’s Rajouri Garden for construction of hotel.
It’s the government’s suggestion that land can be used for commercial purpose.
DUSIB is not able to earn much from freehold policy of JJ plots and has also incurred losses for allotting lands at inter-departmental rates to various agencies instead of circle rates.
-- -- --
“.. To fund the slum-free city project, the Delhi government has proposed to sell off land lying unused for years. ..”
“.. aim to fetch at least R 400 crore from it. Most of our revenue comes from the land given on lease and for years we have land lying unused resulting into losses. .. The land in west and outer Delhi will be used for the construction of 27,000 flats .. other land will be used for commercial purposes ..”
“.. DUSIB had also invited tender for allotment of open ground Raja Garden for ten months for the purpose of marriages, Social or cultural event. .. also exploring option to use land as parking site and earn revenue. .. ”

- Delhi slums were to get over 8000 new toilets by 2017 year end.
Eradicating open defecation in 675 notified clusters
The Delhi government planned to declare the clusters open defecation-free before the end of financial year. Slums were to have new toilet complexes.
As per DUSIB records, 10,583 toilet seats were either constructed or renovated from February 14, 2015 till June 30 2017. 8,400 toilets were either under construction or renovation. All of these were to be finished by December 2017.
-- -- --
“.. From February 14, 2015, to March 31, 2016, the government built a total of 4,119 toilets, of which 1,287 were new and 2,832 renovated. In financial year 2016-2017, as many as 4,716 toilet seats were added, with 1,996 being new constructions and 2,800 being old toilets that were renovated. ..”
“.. Depending on the project, each toilet seat or cubicle costs the DUSIB ₹80,000 to ₹1.25 lakh to construct. In some slums, sewer lines are being extended so that the houses can have their own toilets, ..”
“.. Since these slums are located on land owned by various agencies, getting no-objection certificates (NOCs) .. had been a challenge. However, .. Swachh Bharat Mission in 2014, .. Railways and the Delhi Development Authority, have been issuing NOCs faster. ..”
“.. In areas where land has not been secured, temporary toilets in the form of porta cabins will be constructed, so that the residents do not relieve themselves in the open. However, with around 3 lakh households in slums, the task of giving each resident access to a clean toilet is unlikely ..”

- DUSIB to provide sanitation, toilet facilities in slums
DUSIB has taken over community toilets from municipal corporations and will upgrade them. Many slums have no toilets. Board also planned to provide 67 mobile toilet vans with bio-digesters in 53 JJ clusters where there is space constraint. An advisory committee to suggest sanitation strategies for slums, comprising NGOs and experts was to be constituted.

“.. is the mandate of DUSIB to rehabilitate slum (jhuggi- jhopri) dwellers and provide toilets facilities in jhuggi- jhopri (JJ) clusters, ..”
“.. DUSIB and other government agencies have provided toilet facilities in 685 JJ clusters, which are standing on land owned by various state and central government agencies. ..”

- Open to Sky Shelters hold some advantages over Night Shelters
The Yamuna embankment in North Delhi’s Kashmere Gate has one of national capital’s open-to-the-sky shelters for homeless workers who have not been able to find a place in one of Delhi government’s many night shelters. There is actually little place to sleep in night shelters. And then there are thefts. Plus there is bias, there is prejudice - typical human, societal frailties at play.
Official from NGO Centre for Holistic Development says that as per National Urban Livelihood Mission guidelines at least 50 sq ft should be given to every person in the night shelters, and that Delhi night shelters are over crowded and yield only 10-12 sq ft area per jana.
-- -- -
“.. More people trickle in, armed with blankets and shawls, ready to spend the night under the open sky — because they don’t have a choice.
The Yamuna riverbed where the migrants have chosen to be is choc-a-bloc with animal waste, with its attendant foul smell to which is added that of the putrid river water. ..”
“.. six nearby night shelters .. were found to be over-crowded. ..”
“The Delhi government’s Delhi Urban Shelter Improvement Board (DUSIB), while announcing its Winter Action Plan on December 15, 2017, said it runs 251 shelters — 83 of them housed in permanent buildings and 113 operating out of porta-cabins. FIfty-five temporary shelters in tents have also been put up for the winter season.
Although the Board claims that the night shelters can accommodate close to 20,000 people, only about 10,000 homeless people are using them. ..”
“.. “Rain Basera” mobile application. ..”
“.. According to a 2014 DUSIB survey, the number of homeless in Delhi is 16,000, while various NGOs estimate that the number may run up to 100,000 or more. ..”

- Mobile Toilets at 156 locations - Delhi will be ODF.
19000 new toilets will come up in 165 locations.
DUSIB proposes mobile toilets (pilot project and first time in country) at 165 locations in capital towards making Delhi free of open defecation. The board’s ‘Delhi Slums Open Defecation-free Plan, 2016-17’ also includes a new model of mobile toilets installed on cycle-rickshaws. An Australian manufacturer has two toilet designs to offer - western portable and squatting tank. DUSIB selects the second. The mobile toilets are made of high-density polyethylene and weigh 20 kg. Each unit will also include a hand-wash basin. There will be no construction cost, no laying of sewage pipelines. In some places toilets will be placed on ground and not mounted on cycle rickshaw.
-- -- --
“.. conducted surveys across JJ clusters .. there was no place to construct them in congested slums .. thought of using the cycle-rickshaw mounted toilet model .. tested at 30 night shelters last winter ..”
“.. “Each unit will be good for about 70 to 80 uses. Certain chemicals used to treat the waste will remove odour. After use, the waste can be discharged into the nearest manhole,” ..”
“.. Last year, the DUSIB had prepared a slum-free city action plan (SFCAP) for the implementation of the Centre’s Rajiv Awas Yojana (RAY). .. Centre scrapped RAY and replaced it with the housing-for-all scheme. However, based on the surveys conducted prior to the SFCAP, the DUSIB stated that 22 per cent of the population in Delhi’s slums did not have access to a toilet.
The SFCAP showed that members of 56,980 households in the city’s slums still defecated in the open. A DUSIB official said, “Earlier, the ratio for building new toilets was 1:50. Under the new plan, the ratio is one toilet per 30 people.” ..”

- 26,288 Flats Built for Slum-Dwellers Are Still Lying Empty
This is on policy making and implementation. Rehabilitation has become a tedious process.
Successive Delhi governments have failed miserably with relocating city’s slum-dwellers.
-- -- --
“.. a considerable number of flats have been constructed for these disenfranchised groups. But the lion’s share of these constructions are still lying unoccupied and unattended. ..”
“..
Snapshot
In 2010, Delhi government with the Centre’s help built 27,344 flats for people living in slums.
Currently, 26,288 flats are yet to be occupied.
Flats have been constructed in Bawana, Baprola, Ghoga and Dwarka.
Only 4,000 ex-slum dwellers have been shifted so far.
The Quint managed to document 16,000 of these unoccupied shelters.
 ..”
“.. proposal found support in some of the central government schemes like the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and the Rajiv Awas Yojna (RAY). .. flats were complete with parks, playgrounds and even marriage halls. .. 27,344 flats could not be allotted. .. did not facilitate systematic distribution, and while some flats were allotted, people were never shifted into them. One government followed the other, but the mission never witnessed successful implementation.
“.. the added lack of a structured allotment plan. ..”
“.. (DUSIB) has alleged that the right to allotment was only accorded to them in 2015. ..”
“..
Current Conditions of Slum-Dwellers in Delhi
49% of Delhi’s population resides in slums.
According to latest statistics, there are 4,20,000 slums in the city.
205 of these slums are near sewage drains, which are a cause of diseases like dengue and malaria.
One-fourth of these slums do not have bathrooms.

“.. authorities in the national capital failed to persuade more than 1,100 homeless people to temporarily move to night shelters, .. roughly 1,167 people scattered across the city have rejected repeated attempts by rescue teams to place them in night shelters. .. The reluctance shown by the homeless people to shift to night shelters stems from a set of reasons such as unhygienic conditions, fear of theft, lack of space, and brawls involving junkies. .. The largest concentration of such homeless people, not willing to move to shelters, are in areas such as the Kashmere Gate ISBT, Hanuman Mandir in Connaught Place and AIIMS. According to a list attached to the letter, the numbers are: 200 near the ISBT, 200 near AIIMS, 150 in Safdarjung, 50 near Gurdwara Bangla Sahib and 20 near Hanuman Mandir. .. Currently, DUSIB's 261 night shelters, run through NGOs on contract basis, have a capacity to house 20,934 people. Singh claimed the peak occupancy during nights this winter season has been 13,810. Of the 261 shelters, 83 are concrete structures, 115 are porta cabins, while the rest, save one, are tents. Every night, a subway near AIIMS is thrown open for the families of outstation patients thronging the premier hospital to take shelter.”

“DUSIB clears 5,000 flats for slum dwellers
Land approved for 50 mohalla clinics
Five thousand new flats for slum residents and allocation of land for 50 mohalla clinics .. DUSIB approved the construction of 5,012 flats at an estimated cost of ₹654.33 crore, .. In-situ policy These flats would be under the DUSIB’s in-situ rehabilitation policy, whereby permanent housing would be constructed on the site where the slums are located. ..Of the 5,012 flats, a total of 3,780 apartments would be made at Pocket-F in Bhalswa-Jahangirpuri at a cost of ₹493.40 crore. A total of 784 flats would be made at Dev Nagar in Karol Bagh at a cost of ₹102.28 crore. Another 448 flats would be constructed at Kasturba Niketan in Lajpat Nagar at a cost of ₹58.65 crore. Each of the buildings would be 14-floors tall. The DUSIB will ask the government for ₹500 crore to get the project started. ..”

“Delhi Urban Shelter Improvement Board (DUSIB) will build toilets for the people living in JJ clusters located along railway tracks and other locations in Delhi. Railways, DDA, MCDs have agreed to issue 'no objection certificate' (NOC) for construction of toilets, .. all slum clusters, located on the railway tracks, get a toilet in the area. Some of the clusters have the population over 12,000 and there is no space left to construct a toilet, .. There are 26 JJ colonies on lands belonging to Railways, DDA, MCDs and Government of Uttar Pradesh. .. and in respect of four colonies with dense jhuggis in Jhakira-Charamandi area, mobile toilet vehicles will be deployed to begin with. NGOs would be involved to talk to the local people and provide land for building permanent toilets. .. There are 10 JJ Colonies located on railway lands in Bhim Nagar behind Nangloi Bus Depot, Rakhi Market Jhakira, Shiv Basti near Patel Nagar Railway Station, Pilli Kothi lahore and PulMithai edge at lahore Gate, Under Mansoravar Metro Flyover, SabjiMandi Railway Station, A Block Shalimar Bagh, Shakurbasti, MatialaMandir and Priyadarshini Colony.”

Private developer did not do anything.
“.. The Delhi government is mulling requesting lieutenant governor (LG) Anil Baijal to hand over Kathputli Colony to the  Delhi Urban Shelter Improvement Board (DUSIB) for rehabilitation of its displaced residents, sources said. .. The DDA had handed over rehabilitation of the Kathputli Colony, in west Delhi, to a private company, Raheja Developers, in 2007. “The 13 acres of land (Kathputli Colony) worth Rs 1,000 crore was handed over to Raheja Developers for Rs 6 crore and they have not done anything in the past nine years. This is a scam,” the official said. .. “Of the 13 acres of Kathputli Colony, a huge portion of land will be used by the private builder (Raheja Developers) for construction and sale of a large number of flats and commercial space in open market to private people in this prime location of Delhi,” .. The official said the developer would earn a “profit of Rs 700 crore” through this and said that if handed over to the government, they would make more flats available to the public and save crores of rupees of public money. ..”

“Residents of a slum in north Delhi's Sangam Park could become the first lot to be rehabilitated to permanent housing in the vicinity of their jhuggis, as the Delhi Urban Shelter Improvement Board (DUSIB) gets ready to build flats here. While the DDA has constructed flats in the place of slums in the past, this would be the first in-situ housing development project for the DUSIB. A tender asking for bids to construct a total of 582 flats was floated ..”

“Urban Development Ministry today sought action plans from Delhi Urban Shelter Improvement Board (DUSIB) and the three municipal corporations for the construction of toilets to make the national capital open defecation-free at the earliest. .. In Delhi, DUSIB has been entrusted with the task of building community and public toilet seats whose requirement is assessed to be 27,000 toilet seats of which 18,000 have been reported to have been made available so far. The municipal corporations were asked to enable construction of individual household toilets ..”

“.. slum rehabilitation scheme .. In the first phase, .. shift residents of slums and JJ clusters living in-and-around northwest Delhi’s Sultanpuri area. .. As per the previous survey conducted in 2014-15, Delhi has 675 slum and JJ clusters. .. However, the houses under the new scheme will not be free. General category beneficiaries will have to pay ₹1.12 lakh for the 25-sq metre flat, while scheduled caste allottees will pay ₹1,000. Above this, ₹30,000 will be charged in both categories as maintenance cost for five years. As land in Delhi also lies with other agencies like the Delhi Development Authority (DDA), the policy lays down a separate framework. “For cases where land is not under the Delhi government, 40% of the plot would be given to the land-owning agency for commercial revenue generation and the government shall build EWS houses on the remaining 60% of the land,” an official said. ..”

“.. About 26,861 of the 28,344 flats constructed in the past decade by the Delhi government agencies for the have-nots lie vacant in different parts of the city .. Located a kilometre away from Mundka station on Metro's Green Line in west Delhi Savda Ghevra is home to 60,000 people living in 10,000 houses ... Currently, slums are rehabilitated in Delhi under the land laws which deal with encroachment of public property. The central Act for slums -- Slum Areas (Improvement and Clearance) Act, 1956, which defines slums as ‘habitations not fit for habitations’ and not encroachments – is hardly invoked. The rehabilitation exercise in Kathputli, for example, was guided by DDA’s ‘in-situ’ redevelopment scheme under its master plan which derives its legality from the Delhi Development Act, 1957. .. It has been proven worldwide, Roy said, that the poor do not want to live in flats because they cannot work there. “Where will a rickshaw puller keep his vehicle or a vegetable vendor keep his cart?” he asked. So, what is the solution? “Why not provide better civic services to them where they live instead of making new houses. Give them plots and let them build their own house,” Roy suggested. ..”

“.. DUSIB’s winter action plan 2017-18 for night shelters will be rolled out on November 15. Records with the DUSIB suggest as of now, they have been able to set up 183 night shelters across the city. Out of this, 73 are permanent buildings, 109 are porta-cabin shelters and one has been set up in a tent. Together, all of these can accommodate 15,774 people, officials said. .. Explaining the reason for installing TVs, Singh said, “We observed the homeless need some kind of entertainment to keep them glued, otherwise they wander around at night which is unsafe. Many (the homeless) prefer to live along the roads because they get food, money and warm clothes from the public. So, TV sets will be fixed at all the night shelters including the porta-cabins.” ..”

“.. The Centre's urban housing scheme is set to be implemented in Delhi, nearly two years after the launch .. Under the Pradhan Mantri Awas Yojana (Urban) scheme, the Union Ministry of Housing and Urban Poverty Alleviation (HUPA) inks agreement with state governments for implementation of the scheme. .. Transportation, Infrastructure Proposals

Raising quality of life - Kiran Bedi's Pointers
Declogging of roads is sought. Considering underpasses, flyovers, tunnels in congested areas is proposed. Direction based traffic solutions are proposed to be implemented. Satellite imagery reference will help to adapt the intelligent systems which in turn form the basis of a centralised traffic network operating centre that is meant to monitor and reroute all of Delhi traffic as one cohesive - mammoth but under control.
Smart everything seems to be the future. LED signages will apprise commuters of traffic conditions elsewhere to consider detouring if plausible. Parking masterplan will consider multilevel above ground and underground parking so that major roads are freed.
----------------
".. While road safety awareness has become an essential agenda is recent times, active drives to educate citizens on safety and traffic rules is proposed. Strict enforcement of traffic and parking rules will become a reality.
".. Feedback from intelligent signalling, and transportation systems will be essential for smooth traffic flow. .."
".. parking is already a serious issue in multiple areas. .."
".. Working in sync with central ministries will guarantee effective policy and program implementation for Delhi’s development. The proposed Eastern Peripheral Expressway is one such project. Infrastructure in Delhi will be developed to be friendly to differently-abled people and people with special needs. .."
".. An integrated and cohesive transportation system will develop last mile coverage. A single smart card for Metro Rail, DTC Buses and Metro feeder buses will be in use, .."

Just In Jest .. :-)
It took us ten minutes to understand this statement from the article:
"Turning to a centralised traffic network operating center (NOC) to monitor and re-route Delhi-wide traffic based on intelligent systems could be adapted by referring to satellite imagery."
Then we thought we understood what it meant and thence we wrote the following:
"Satellite imagery reference will help to adapt the intelligent systems which in turn form the basis of a centralised traffic network operating centre that is meant to monitor and reroute all of Delhi traffic as one cohesive - mammoth but under control."
Hope we got that right! ;-)

Toilet Gallery of Mahatma Gandhi a victim of neglect

Toilet has a role to play in society
Toilet Gallery of Mahatma Gandhi is in neglect and is continuously desecrated. The 'Toilet Gallery' is located in north Delhi’s Kingsway Camp in the over 80-year-old Harijan Sewak Sangh, a Harijan ashram spread over 27 acres. The ashram was a result of Poona Pact between Gandhi and Babasaheb Ambedkar in 1932.
The toilet gallery was created out of Mahatma Gandhi’s vision to spread the message of social empowerment. Gandhi had ideas for the toilet as having a role to play in society. Gandhi engineered a social revolution, some feel.
The gallery has not got its due recognition. It is neglected. Lack of civility amongst the North Indian dishonours the gallery sadly. It is also desecrated, or abused by people.
Gandhi was aware that building of toilets around the country would change society and also he wanted to tell people to use excreta manure for biogas production. Mohandas Karamchand Gandhi is the face of the campaign ‘Swachch Bharat Abhiyan’. His own work has been forgotten by government.
Ashram has a “Dharma Stambh” and a “Sarwa Dharma Sambhav Temple”, both of which were constructed under Gandhi's supervision. Gandhi's work was converted into a tangible form at this gallery by sanitation activist Ishwarbhai Patel.
Complaints to municipality about public abuse has not yielded anything. Ashram doesn't have political backing. It faces a shortage of funds.
Toilet Gallery and the Ashram could be a tourist attraction. The Sangh has a redevelopment plan ready but maps have not been cleared by North Delhi Municipal Corporation.
----------------
".. Gandhiji saw sanitation as a road to social empowerment. He saw creation of toilets as a means to abolish untouchability as sanitation work was something which the society thought should be done by low caste people. .."
".. Patel, driven by the Harijan Sangh’s vision, had already played a major role in establishing the ‘Safai Vidyalaya in Ahmedabad (now Environmental Sanitation Institute) in the 1960s. .."
".. The ashram was born out of the historic Poona Pact between Gandhi and Babasaheb Ambedkar in 1932. But the Sangh campus itself hasn’t fared any better over the several years, slipping slowly into complete obscurity due to “public apathy and lack of political patronage”.
“People know Gandhi’s birth and death places, but not his real battleground, where he engineered a social revolution,” 83-year-old Ram Raj Prabhakar, a former employee of the ashram, said.
Gandhiji despised untouchability and saw manual scavenging as a prime reason for it and he founded the ashram to lend a conducive environment for the uplift of the oppressed classes or ‘Harijans’ as he called them. .."
".. The “Dharama Stambh” with its massive pedestal has inscriptions from the Vedas and Upanashidas, and Buddhist teachings inscribed on them.

"Net Zero Energy" Consuming Building, India's First - Indira Paryavaran Bhawan

Solar Power meets most of this Green Building's energy requirements
Indira Paryavaran Bhawan, india's first 'Net Zero Energy' consuming building is constructed in such a way so as to meet most of its annual energy requirements through solar power. It's a green building which comprises India's largest roof-top solar panel. They say that it is state of the art landmark building. It has a green building rating of 5 Star of GRIHA and Platinum rating of LEED India.
----------------
"... The 'Net Zero Energy' building - also called Net Zero Building - is a structure with zero net energy consumption where the total amount of energy used in the premises on an annual basis is more or less equal to the amount of renewable energy created on the site. ..."
"... building that is based on conservation of natural areas and trees to reduce adverse environmental impact, provide adequate natural light, shaded landscaped areas to reduce ambient temperature, maximize energy saving system and minimize operation cost by adopting green building concepts. ..."
"... Architectural design of the building is primarily based on following concepts:
* Preservation of maximum possible number of trees standing over the site * Solar Passive Architecture with proper orientation and shading of Fenestrations * Appropriate building envelope design with envelope insulation to reduce heat intake * Use of permanent, durable and local materials such as sand stone on exterior face, low heat transmission glass and reflective roofing * Priority for pedestrians in the front, with vehicular access on the sides of the building * Reduction of conventional lighting load by ensuring 75% day-light use * Natural ventilation due to stack effect * The building is designed in such a way that there is free ventilation across the entire building
Energy conservation measures:
* Utilization of High Efficiency Solar Panels to achieve Net Zero criteria. Energy efficient T-5 and LED fixtures * Innovative chilled beam system for cooling * Pre-cooling of fresh air from exhaust using heat recovery wheel in order to reduce load on chiller plant * Water cooled chillers * Double skin air handling units with variable frequency drives * Geo thermal heat exchange technology used for heat rejection from Air-conditioning system * Innovative energy saving regenerative lifts which have been installed for the first time in government institutional building. ..."

East Kidwai Nagar Housing - Redevelopment

46 environmental conditions stipulated with clearance from multiple authorities
The National Green Tribunal feels that all environmental safeguards have been taken care of for the Rs. 4264 Crore East Kidwai Nagar Housing Redevelopment Project.
The debris generated due to demolition is supposed to be converted into tile blocks to be utilised then. Air, noise, traffic pollution hazards are certainly there. Chaos is being officially installed but, AND feels. Article says that existing dwelling units are 2,331 against the proposed 4,842 units and existing height is 9 metres against the proposed height of 46.80 metres. Existing 2 storeys are against the proposed ground plus 14, article says.
----------------
".. is no reason for the Tribunal to believe that the precautionary principle and the principle of sustainable development would be violated or compromised, .."
".. It noted that the “environmental clearance granted to the project in August 2012 ensured that air and water quality, municipal solid waste disposal, sewage treatment, traffic management, creation of green spaces, use of solar energy etc. have been optimally built into the project design and implementation”. .."
".. the sewage from Kidwai Nagar East Complex after treatment would be discharged into Barapullah drain which joins the Yamuna .. it be rather discharged into the city’s sewerage system with consent from DPCC. .."
".. the government housing complex being built by the National Buildings Construction Corporation (NBCC) would increase air, noise and traffic pollution and should therefore be scrapped immediately. Mr. Suri had contended that the project with three basements would affect the ground water level. .."
".. The NBCC .. claimed that a total of 46 environmental conditions have been stipulated for the project with clearance from UTTIPEC, DUAC and Airports Authority of India. .."

The Article has erred elsewhere when wanting to say about total built up and mentioning FAR instead. So use jurisprudence. AND doesn't know why 'architectural masterpiece' term is used to describe this Project. The (private?) petitioner's plea on air, traffic, noise pollution should have been heard and understood properly.
More of AND's feelers:
Entire character of the area will be affected and irreversible damage to not only this part of the city will be done / is done but it will have a ripple effect and repercussions all over the city. Is this not true? Was this thought of?
Resources are going to be terribly affected, "chaos was officially installed". Is this not so?
Delhi should have a character of low to medium rise sprawled development rather than high rises indiscriminately. Delhi should go for reducing population rather than encouraging the influx of all types of characters from anywhere into the city. Did we err here? Are we not correct?
Delhi can think of trying to reduce crime and nonsense by controlling the population and then becoming a misaal for itself and other cities and states. You differ with this assertion? AND took a chance.

Burari and Ambedkar Nagar Multi Speciality Hospitals

Delhi is supposed to get two more multispeciality hospitals
Two additional multi-speciality hospitals under the Delhi health department are supposed to come up at Burari in north Delhi (200 Bed and 100 Crore Project) and Ambedkar Nagar in south Delhi (200 Bed and 125 Crore Project). A Rs. 570 Crore 700 Bed Hospital at Dwarka is also underway. This is to reduce the no. of patients at AIIMS (All India Institute Of Medical Sciences) and Safdarjung Hospital. The Dwarka Hospital is also slated to have a Medical College later.
----------------
"The hospitals will have special facility departments for neurology, gynaecology and pediatrics," .."
".. health projects are in the pipeline like a hospital each in Madipur and Jwalapuri of West Delhi. .."

Delhi a Global City, and Smart City part of plan

Global Educational, Health, Entertainment in Capital City - country's 1st
Delhi is supposed to be the country's first Global City. They talk about making Delhi a truly global city with all amenities and facilities and compare it with global cities like London or San Francisco (ha ha). They also talk about Disneyland and Universal Studios. Barcelona in Spain has promised technological support. The government's focus is to build global educational and health institutes and entertainment facilities. DDA has an outline. The Smart City, zoned out of Dwarka, Rohini and Narela, will have world-class infrastructure, 24-hour power supply, complete wi-fi connectivity, will employ green technology, latest water conservation techniques like rain-harvesting and waste management techniques, and other facilities.

AND says 'Global Entertainment like in Disneyland? - now that's entertainment talk.' It is not that they can't achieve nearness to that but .. . But, in a nutshell, AND feels that priorities should be set right. Sensible City or Sensible Living seems more appropriate as we get down to think about it. Everything else falls in place around that. Quality of individual comes to mind foremost. Well, what can the government do about that? There, they have an alibi.
